• One NC Small Business Program

  • NCBIO encourages North Carolina lawmakers to support the creation and growth of early-stage businesses to help replenish the pool of small businesses decimated by the pandemic and more rapidly restore economic prosperity. The One North Carolina Small Business Program is an existing, proven and successful vehicle of economic development for early stage companies.   

    What is it? 

    The One North Carolina Small Business Program helps small, innovation-based companies in the state cross the “Valley of Death” — the gap between innovation and the marketplace. 

    • It awards matching funds to North Carolina businesses who have received a federal Phase I Small Business Innovation Research Program or Small Business Technology Transfer award. 
    • It reimburses North Carolina businesses for a portion of the costs incurred in submitting Phase I SBIR or STTR proposals (although this part of the program is not currently active). 

    Getting results 

    SBIR and STTR awards are part of a long-standing and well-regarded federal program that provides about $2 billion in grants to assist with small business innovation and the commercialization of basic R&D.   

    • 400-plus grants have been made to more than 270 companies in XX (25?) counties over the last 10 years. 
    • 80 of our counties that are more rural and agricultural receive a preference when state grants are awarded. 
    • 80% of companies receiving matching funds are still in business. 
    • 98% of companies receiving matching fund are still headquartered in NC.  
    • 2,000% more investment in these companies generated by aggregate state investment.   
    • Getting a state grants gives recipients an advantage in securing even larger Phase 2 federal funding.  
    • 18 states, including Kentucky, South Carolina and Virginia, have followed North Carolina's lead in establishing an SBIR/STTR matching program. (2018 flier)
